Criteria for Selecting an Owner's Representative — Private Villas & 10-Story Residential Buildings
1. Academic & Professional Qualifications
• University degree in Civil/Architectural Engineering or Construction/Project Management
• Recognized professional certifications: PMP, RICS, or CCM (Certified Construction Manager)
• Membership in recognized professional bodies (e.g., relevant local or international institutes)
2. Practical Experience
For private villas:
• Minimum 5–7 years of experience in high-end residential projects
• Strong understanding of custom finishes, bespoke specifications, and client-driven design changes
For 10-story residential buildings:
• Broader experience (8–10 years), including:
o Multi-story project management
o Fire & life safety systems (NFPA / UAE Civil Defense requirements)
o Elevators, central HVAC, and mid-rise building safety systems
3. Regulatory & Technical Knowledge
• Full familiarity with local municipality requirements (Dubai/Abu Dhabi) and Civil Defense
• Knowledge of UAE building codes (UAE Fire and Life Safety Code, Dubai Municipality Building Regulations)
• Solid understanding of FIDIC contracts and claims management
4. Management Skills
• Ability to manage complex schedules (Critical Path Method)
• Cost control and value engineering experience
• Strong negotiation skills with contractors and consultants
5. Additional Key Criteria
• Verifiable track record/references from similar past projects
• Professional Indemnity Insurance
• Fluency in both Arabic and English for dealing with government authorities and international contractors
• Proficiency in project management software (Primavera P6, MS Project)
