Introduction to Bisha Mining Share Company

BMSC is an Eritrean company formed for the development and operation of the Bisha Mine in western Eritrea, Africa. The Bisha Mine is a high-grade copper, gold, silver and zinc mine that commenced production in February 2011. The Bisha Mine has received continuous support from the Eritrean government, who granted the Company's mining license in January 2008. The project is the first modern mine in Eritrea.   

After two years of low cost gold production, the Bisha Mine transitioned to low-cost, high-grade copper production in 2013.  Starting in 2016, Bisha also produces zinc concentrate. Further resource potential exists at depth and from nearby discoveries within the Company's licensed areas.

The site is a well-established site with excellent catering and recreational facilities. The site also offers Wi-Fi internet coverage throughout the village as well international TV and a full gymnasium. Security ranks with best in the world and employees mountain bike freely.  Expatriates work a roster of 6 weeks on and 3 weeks off; we offer on-site medical services as well as company medical, accident death and disability and life insurance (employee only); Employees are provided with private rooms with en-suite toilet and shower facilities; Working hours at Bisha are Monday to Saturday from 6am to 6pm with a one hour lunch break and Sundays from 6am to 12pm with the afternoon off.

The successful candidate will earn a salary which is market related. Contract is for a period of 02 (two) Years.

Primary Purpose

  • The Project Engineer will lead the execution of TMF lift 5 capital projects, with responsibility for engineering planning, procurement, and delivery.

  • This role requires a strong focus on knowledge transfer and mentoring, supporting the development of Engineers, Supervisors, Crew Leaders, and Project Crew to ensure effective execution.

Essential Functions

  • Prepare, schedule, coordinate, and monitor assigned capital project engineering activities

  • Ensure compliance with relevant codes, standards, QA/QC policies, and performance specifications

  • Engage daily with clients and project owners to interpret requirements and represent their interests on-site

  • Oversee quality control across budget, schedule, plans, and team performance; provide regular status updates

  • Assign tasks and actively mentor project team members to build technical and leadership capability

  • Collaborate effectively with Supervisors and other stakeholders to deliver technical support and resolve issues

  • Review engineering deliverables and initiate timely corrective actions to maintain project integrity.

Main functions

  • Support the Supervisor in establishing engineering packages, procedures, data collection methods, and performance standards in line with corporate policy

  • Prepare and update construction schedules, including manpower and equipment analysis

  • Develop and administer testing protocols to monitor project performance

  • Communicate promptly with supervisors and subcontractors regarding schedule changes; coordinate with stakeholders to meet project requirements

  • Maintain oversight of budgets, schedules, and project databases; report regularly to the Mining Manager

  • Ensure compliance with quality control and assurance standards, specifications, and regulatory requirements

  • Promote and uphold standards in Safety, Health, Environment, People, and Productivity

  • Participate in schedule development and updates; lead weekly coordination meetings with suppliers, contractors, and package administrators

  • Advise the Project Manager on potential schedule delays or budget overruns and recommend corrective actions

  • Manage interfaces between the project team and BMSC Finance Group

  • Oversee project cost control, including:

    • Scope changes and budget transfers

    • Budget allocation and review of submitted pricing schedules

    • Review and approval of change orders

    • Resolution of contractor claims

    • Monitoring of package awards and cost forecasts

  • Review and approve monthly billings from suppliers and contractors

  • Lead projects focused on tailings assessments, dam and geotechnical design, and closure planning

  • Manage a multidisciplinary team and actively promote health and safety culture

  • Facilitate monthly cost trend meetings; update forecasts and financial trends

  • Support the implementation of the project execution plan across management and construction teams

  • Oversee project cost close-out and compile the final project close-out report

  • Integrate schedules, cost and financial data, forecasts, and progress metrics into comprehensive weekly and monthly project reports to ensure transparent and timely communication across stakeholders

TASK DESCRIPTION EXPANDED TO CORE PERFORMANCE AREAS

Planning

o    Provide engineering quality systems required for specific capital budgeting

o    Assist in cost and budget and schedule planning for engineering packages

o    Prepare project resource planning with project stakeholders

o    Establish commissioning and project operational readiness matrixes for various projects

Executing

o    Perform all quality checks, review and document as part of quality control protocols on all projects

o    Provide stage guidance for projects as far as engineering is concern

o    Perform and review adherence of QMS on projects by supervisors

Closure

o    Champion the preparation of all documentations as part of handover

o    Formalize document storage procedures for all projects

Core Performance;

  • All reporting requirements are met.

  • Ensure all relevant documentation has been signed off

  • All work is carried out safely with regular Supervision of team members throughout the shift

  • Monitor equipment / consumable usage for optimal and efficient operation

  • Ensure compliance with Bisha’s policies and procedures.

Unique Requirements / Other Information

  • Attention to detail and ability to enforce engineering standards  as required by specifications

  • Excellent understanding of quality management systems on complete project life cycle

  • The Senior TMF Project Engineer shall have good experience in dealing with diverse work groups which is common on international projects.

  • The candidate must be Physically and Medically fit.

Qualifications:

  • Technical degree registered Engineer of Civil/Mining

  • Certification from an internationally recognized engineering body

Knowledge and Experience:

  • Minimum 10 years of continuous experience in a similar role within mining, engineering, or construction

  • 10–15 years of project experience in industrial or mining environments

  • Proven track record of leading and managing project planners, cost controllers, and estimators/QS over 10–15 years

  • Strong familiarity with Tailings Management Facility (TMF) construction and interface

  • Advanced understanding of project engineering and project lifecycle management

  • Demonstrated ability to formalize engineering procedures, templates, and project structures

  • Extensive experience in Capital Expenditure (CAPEX) preparation

  • Proficient in project cost control systems, scheduling, and planning software including Primavera and Microsoft Project; skilled in risk analysis

  • High-level expertise in Microsoft Office Suite, particularly MS Excel

Technical Skills

  • Proven working experience as a Project Engineer

  • Advanced MS Office skills include MS Projects

  • Familiarity with engineering rules, regulations, best practices and performance standards
